hmm, this is off-topic as this isn't an Xbox360 forum, but FYI you can get it from play-asia.com ...however I'm but not sure if the software from this Japanese version is compatible with European Xbox360s though, has anyone tested?, plus aren't HD DVD movies region coded? (though I guess since the region code for Japan on normal DVD's is Region 2 is the same region code as for western Europe it should be the same with HD DVD regions?). Anyway, if you can't get it to work with your Xbox360 then it will at least work with your Windows XP/Vista computer if you have the HD version of PowerDVD or WinDVD.
PS! Japan (like the United States) uses 110volt as the electrical voltage so you have to get a 110volt to 220volt converter as well, play-asia.com sells several such converters as well (which one you want to get depends on how many watt the Xbox360 HD DVD drive uses at most, my guess is that their 80W model is enough but you might as well go for the 150W model as it only costs one Euro more, ...you will also need a UK style travel plug for other European countries as well if you're not living in the United Kingdom).
