I have jittery video playback, no matter what the quality of the video is (smoothvideo enabled only makes it worse). I'm trying to figure out if I need a better CPU or video card. What do you suggest I do? See my sig for details. Thanks.
try enabling vsync for video -> settings -> appearance

Have you tried the live cd? If you have the same jittery playback in linux then maybe it is a hardware problem. Iv'e heard the live cd using ati is a bit hit and miss (boots to black screen) but its worth a shot.

Do you have powernow enabled by any chance?

What is powernow?

It's an amd feature to reduce the cpu frequency so the power usage is lowered, it caused QueryPerformanceCounter to act weird.
I've investigated it a little further and it seems only windows xp and 2003 are affected, amd has released a fix for it.
