I have an FM tuner I use to listen to a good local Jazz station. It would be nice if I could just tune in this station in XBMC. Does XBMC support FM tuner cards?

Not directly. It would have to be accessed through something else, like mythtv.
does your local station has a internet stream.than it would be pretty easy to listen.just get the url and make a .m3u file
there is also a plugin ListenLiveEU (http://xbmc.org/forum/showthread.php?t=48687) with a lot a streams of european radio stations .

It does have an internet stream, but it uses something called an abacast player to listen to the stream. I'm not sure if it would work in xbmc.

OK, I managed to find the actual url of the stream with a bit of hacking.
http://sc1.abacast.com:8236/listen.pls
Do I need to know any syntax to add this to an m3u file?

The file is already a playlist. Just download it and save it on your hard drive. Then select the folder you saved it in as a source in XBMC.
In my case it's M:\Music\Web Radio\
And then pls files for every radio station e.g. "My station.pls"
Works great.

I got it working. I would prefer FM though as this stream is a lower bitrate.
