Library mode

Sorry for this stupid rookie question but I am not able to solve this problem.
What can I have to do for working in a library mode?

I create a small picture with a same name like movie. I put it into a movie folder but nothing. In VIDEO section is Library mode still unavailable. I allowed Library mode in video setting.

Where is a mistake?

you need scan the source into library (or update library).
