Is there a way that a modder can change the look of a specific section such as the way the music section looks in the horizon skin? Is this possible?

In short Yes. You can make any section look however you want. The only limit is the creator (well, sometimes xbmc too lol).
You need to learn how to edit the skin xml files. Best way is to look at an existing one to see how it works (start with a simple one).
The xbmc skinning wiki is the next place to look.
Its really simple really, but gets more complex as you add more stuff and try to do more complex things.
