What happened to the URL, BOLD, ITALIC, etc. options when posting?!

I just got back from a long weekend away and now when I select to post a new topic (or edit an existing post) I don't see the URL, BOLD, ITALIC, etc. options that one used to be able to click in both the quick post and advanced mode when posting, where did they go?

hmm, it only seems to be for some forums, like this one ("Conversion Issues"), ...maybe that's the only forum with this issue too...?
