help me with script is it possible?

http://aspn.activestate.com/aspn/cookbook/python/recipe/114217 there is something that might be useful i don tknow i dont program with python i wouuld like some help to figure this out here is my post of what i want to do and i dont know if there could be a script made to do it like if a script could always run like you could start it up with xbmc and whenevery ou try to fetch a url like a video file url on a webserver it makes multiple connections when downloading so that you can keep a fast connection and keep your cach full so you dont have buffering problems.
